Faculty Assembly Executive Council Minutes September 26, 2012, 9:30-10:35am, ASB 230 Present: Irene Kuchta, Donna Crawley, Bob Becklen, Ken McMurdy, Jennefer Mazza, Tae Kwak Absent: Jill Weiss, Murray Sabrin, Jonathan Lipkin Secretary: Rebecca Root Meeting chaired by FA Vice President Donna Crawley. 1. Motion to Approve Minutes from Sept 19, 2012. Approved unanimously. 2. Discussion of Final Changes to the FA agenda for October 3 a. Proposed Center for Sustainability On April 18, 2012, Prof. Ashwani Vasishth (SSHS) brought to the Executive Council a draft proposal to create a Center for Sustainability. As it was still in draft form, and as the administration was developing new guidelines for the creation of Centers and Institutes, the Executive Council asked Prof. Vasishth to return with a final proposal at a later date. He has now done so; the proposal was sent to the Executive Council this past week and has already received ARC approval. ARC Chair Emma Rainforth has communicated to FA Pres. Jill Weiss that this proposal does not require FA approval, but there is consensus on the Executive Council that the creation of a Center with academic and curricular roles does require discussion and approval by the FA. A number of questions were raised about the proposed Center for Sustainability. For example: There is already a Center for Sustainability Education on campus, so the rationale for another Center to (in part) oversee the existing Center is unclear. Do all of the stakeholders in this project, namely the leaders of the various programs that would now be under the supervision of this Center for Sustainability, support this proposal? Is course release justified for both the Director of the Center and the Chair of the Advisory Council? Etc. Consensus was reached that the Executive Council will solicit information from those who developed the proposal and those who would be directly impacted by its creation. Rather than a decision item at the Oct. 3 FA, this will be presented as a discussion item. Prof. Vasishth will be invited to give a brief presentation (5 minutes) followed by Q&A (5 minutes). Then FA Pres. Jill Weiss will ask the faculty to read the proposal (which will be posted on the FA webpage today) before the next FA, at which there will be further discussion and then a vote on it. Prof. Vasishth will also be invited to attend an upcoming meeting of the Executive Council to discuss the proposal. Prof. Becklen also suggested that the Executive Council solicit input by email from each of the other key stakeholders in this project. b. ARC Motion regarding Gen Ed course syllabi has been removed from the FA agenda at ARCs request. c. A brief report from the Strategic Planning Committee has been added to the agenda. 3. Report from Graduate Council VP Crawley reported on the activities of the Graduate Council, which has recently reviewed its goals from last year to determine whether they were met and what goals will be pursued this year. Graduate programs are being examined for financial sustainability, and assessment is ongoing. The Masters program in Special Education is still awaiting final approval by the State. (The content is approved, but the college is waiting for a permit to exceed our mission so as to implement another grad program. It is unclear why there hasnt been a change in the colleges status to reflect that it is now a Masters granting institution.) The Graduate Council will also examine issues around undergrads taking grad classes. 4. Update on GECCO Vacancies FA Secretary Root reported on the status of the elections to take place at the Oct. 3 FA. The candidates are: Intercultural North American: John Gronbeck-Tedesco (SSAIS) Topics in Arts/Humanities: Seth Cluett (CA) At Large Representative for CA: Tom Leuck (CA) d. First Year Seminar: Barrie Peterson (adjunct, ASB), Alexander Vengerov (ASB), Shaziela Ishak (SSHS) As only the First Year Seminar seat has multiple candidates, those will be the only candidates that address the FA and the only vote that will be taken. 5. Discussion of Oct 10 Faculty Conference on Faculty Tenure and Promotion Consensus was reached that it would be helpful to start the discussion by having Prof. Jason Hecht (Chair of the Budget Committee) briefly report on the financial status of collective academic programs and academic and administrative costs at the college. This would take place from 9:30 to 10am. From 10 to 11:30am, there will be a discussion of tenure. In addition to FA Pres. Jill Weiss, the Executive Council also recommended Prof. Susan Hangen (SSAIS) as a facilitator of the discussion, as she served as the Chair of the Tenure Committee last year. From 11:30am to noon, there will be a break for lunch. From noon to 1:15pm, there will be a discussion of promotion. FA Pres. Jill Weiss has recommended Prof. Peter Heinze (SSHS) as a facilitator of the discussion. The Executive Council also recommended that the Chair of the Promotions Committee for 2011-2012 serve as facilitator. Issues that should be raised include the possibility of denial of tenure based on programmatic needs, promotion caps and criteria, and the tenure/promotion process of administrators (who may later return to the faculty). 6. Other Business a. Pres. Mercer expressed to Pres. Weiss that he does not generally favor the hiring of additional assistant deans. AFT Local Union Pres. Martha Ecker indicated to Pres. Weiss that the union is concerned about this issue. The Executive Council agreed that these are matters for Pres. Mercer to clarify at the FA and to be raised at the Faculty Conference (as relating to tenure/promotion of these administrators). b. Pres. Weiss and Pres. Mercer also spoke about his plan to hire an outside consultant to work on the Strategic Plan. He is open to faculty input on this and will discuss the matter with the Strategic Planning Committee before making any decision. c. There is a gap between the recommended caps on course enrollments in the ARC manual, and the actual size of current courses. This point should be raised at FA. d. Rep. Kuchta noted that there was apparently a Space Planning meeting last Friday to which Executive Council was invited. Apparently, the invitation came at the end of a lengthy email that no-one realized was directed toward the Executive Council.
